1000mW 808nm Laser Infrared IR Nightvison Flashlight - can it do damage at distance?

i have this on my night google. there is a warning "but do not point the laser to anyone as it's rated 1000mW and it can cause immediate damage on eyes!" . the range of the flashligh laser is 3000ft. i know that i can realy cause damage if by incident someone looks at the beam at close range, but will the same happen if the person is far away at 2500ft, shouldn't the lasers strenght recrease with the distance? this really worries my because i don't want legal problem due to improper use of the google.
